Why are some items listed as local pick-up only?
Some items are listed as local pick-up only because packaging and shipping them would cost more money than most buyers would be willing to pay.  A half-height refrigerator would be a good example, I would recommend crating it, they do ship strapped to a pallet but I would crate it and the cost of crating and shipping could be more than what you would save by buying it used so I list it as local pick-up only.
Why would very small items that don't weigh much be listed as local pick-up only?

The only reason a small, light item item might be listed for local pick-up only is that the seller is trying to get the buyer to call them directly to arrange the purchase.  This may be an attempt to avoid paying e-Bay fees.  This is fraud, please report the Seller to e-Bay.  This may be a Seller you do not want to do business with.
Why is there no best offer?
Best offer means the Seller will accept less than the list price.  So the Seller has increased the list price so that s/he can accept a best offer.  My list price is the lowest price I will accept.
When an item's condition is listed as parts why does it cost thousands of dollars?

It could be that it is a very expensive item and it really is worth thousands of dollars, just for parts.  It could also be that the seller wants to avoid the possibility of a return (not substantially as described according to e-Bay) by saying the item is parts but they also want to make as much money as they can so it's expensive.
What do you do when there is no power cord with the instrument you are selling?
I check how much power the instrument draws and substitute a power cord that is rated for that draw.  For example, there is a water bath with no power cord and it is rated at 120 volt, 1400 watts.  This is a draw of 11.67 amps.  A power cord labelled 14 AWG is rated for up to 15 amps and it is safe to use with the water bath.
